The Fool Tarot card meaning does not concern itself with whether the character ends up wise, open-hearted and joyous,  bitter,  or beat up and over it is not a part of the equation yet, when it comes to the Fool tarot card meaning it is just asking us to look at the invitation to begin, and how we go about it.

The Fool is a hope in the future, and by setting off on the Fools Journey we decide that the future just might be better than the past.

He encourages the light-hearted trust in the world only a fool could have,  because he knows everybody plays the fool, and there is no better place to start to learn than from the beginning of something. 

REVERSAL

When the fool is reversed, dig deeper into why you want a new start or where you are refusing a new start. The fool has the courage to be foolish in an upright position. Still, in reverse, he is refusing this necessary aspect of starting again? Or, is he always starting again, with no room for accountability to the story he has started?

Other Cards that point to someone refusing to start a new?  Four of Pentacles, Maybe they are just a touch sad to start again look for the Three of Swords, Five of Cups. Maybe they are just having severe anxiety about this brand-new journey. Look for The Eight of Swords. Maybe the person is constantly creating a new beginning to avoid doing the work?  Look for the Seven of Cups or Knight of Wands to confirm.
